This includes testimony given at a March 12, 1913 hearing held by the Senate Finance Committee to investigate the qualifications of Gibbs for the commissioner position.

In 1913, Milton E. Gibbs was nominated by the Governor to become State Hospital Commissioner. There was substantial opposition to Gibbs, a Rochester attorney, especially from local Democratic Party committees. Among the opposition were individuals who charged Gibbs with financial wrongdoing in representing them in a Rochester legal case.
